Delbros has agreed to email notification/ report of document fee payment but so far only for our customers. Soon they will have a portal that all can use to send info via email as cell phone procedure now being used is not good as no way to save and printout notice that they got payment and that girl is in system.
The US Embassy has stopped is good working internet visa appointment service and now back to the "old" 909 number which takes days to get thru on and can cost as much as $100 to get appointments arranged and that is not right. Complain to "your elected officials " about this as it is NOT right! Most Filipina have only cell phones and will run out of load before they can make appointments. Best for sponsor to pay the $18 PIN fee and make the appointment from states, this we will help you with if you are a customer, really sucks, guess they were getting too many appointments arranged using the net and not making enough money that way! It is always an uphill battle to get your wife or fiancée to the states, the new document verification process is so screwed up many take 3 months to get it done! Another delaying procedure!

Please when searching listings you must reload/refresh each year selected before you hit search button, we dropped 2 web names and your computer has stored names no longer used by us this will cause a redirect to a XXX site we have no control over. Still have two older listings I am working on to get right. The sleaze buckets want names and not much we can do about it. Sorry for any problems. Trouble with the Cebu Consulate? They seem to close for un posted Holidays at anytime!
Called the Consulate Thursday July 12 2007 and answering machine [ only thing you can get there as they only "answer the phone" from 8 to 9 am and it is "always busy" every time I have called it. Machine had standard message that consulate hours were from 9 to 11 am for capacity to marry services Monday thru Friday. NO mention of a Holiday and if you go the the US Embassy the only "posted holiday in July was July 4. Sign on door does not post any reason for closing but "Guard at door, a Filipino with very poor English skills said " Holiday". Today Monday July 23 2007 I called the consulate number again and still the same standard message and no mention that they are closed this week except for Friday July 27 "click here" for picture of sign on the door. I emailed the Embassy [ copy of message on the click here pages ]and only got the answer that they will look into it. The guy I took up was a 100% service connected BLIND veteran. Also be aware that the Embassy site advises that the fiancée does not have to be there and this is not true, the fiancée has to be there and have 2 photo ID's.[ at least at Cebu Consulate ] and should really bring along a certificate of non marriage and if under 22 a notarized letter from both living parents that they approve of marriage! What a way to run a Government Office! Emailed Department of State Monday July 23, 2007 about this problem and Embassy and as of today July 26, 2007 no reply from anyone. I guess they do not think they have a problem? Me thinks they do not give a [ you know what ] about customer service? As of Aug. 5 2007 still no response from Department of State or Embassy?
Update as of Aug. 12 2007 still no response from anyone about above problems? As of August 26, 2007 still no word from Embassy as to why the Cebu consultant was closed and why the recording was still saying they were open for business when in fact they were "Closed". It does seem that complaints have done some good as in November they used the Warden System to send emails to Americans on the list advising the Embassy would be closed for a day.
Since the above happened and a few complaints later the Cebu Consul has now changed its attitude as have done business there two times since and the consul and staff have been VERY HELPFUL and they now update the recording [ still hard to hear on a cell phone ] would say service there is now VERY FRIENDLY AND SERVICE ORIENTATED and have seen at least one warden notice sent out on a un scheduled closing. Looks like the K-3/4 process will be changed to be "fair" not a double payment as in the past. Married couples will still have to file for the IR-1 visa [ I-130 state side first and get I-797 notice of receipt as in the past. We will be here to protect you and help you in any way we can as always.
The USCIS are asking K-1/2/3/4 applicants to do " another Physical for AOS" against instructions on the AOS I-485 forms, I-485 form states K visa applicants that have had a physical within one year of filing the I-485 only need vaccination records, and most who have been "scammed" by this " imposed rule" [ pay up to $500 for a civil surgeon to do another "physical", normally get a 10 minute "exam" and get passed as "physical has already been done at visa post"], As required by USCIS regulations. Again the left hand and the right hand at USCIS does not know what each is doing. In all fairness some of the people [ k3/4 ] have waited too long to apply for AOS as the k3/4 visa is good for 2 years whereas the K1/2 are only valid for 6 months, best to apply for the AOS as soon as you can!
Aug 14 2007 Department of State sent me an email advising all K-3/4 visa's will be sent to Chicago Drop box facility and they will forward to proper visa post and the post will contact the wife direct with procedures, will have to see how this works out as looks like a lot of forwarding and passing around paperwork, easy way to get things lost.
Think LONG and HARD about getting married in the Philippines as this new twist will really slow things down as the US Embassy in Manila has too many visa's issued there and not enough employee's to do the work. It is the busiest visa issuing post of any country.
As of November 2007 looks like if married in the Philippines the best way to go is the standard I-130 application as service centers seem to have gotten faster at processing them as an average about 9-12 months time to process is shaping up. This will save lots of immigration fee's over the K3/4 visa and no adjustment of status is needed when spouse gets to states. Also the spouse will be able to work as soon as they get stateside.
Always insist that your intended fiancée gets a certificate of non marriage from Philippine NSO office before we start any paperwork [ better yet before you even go to the Philippines to meet her for the first time] as have had 2 this year that got all the way to the medical before they told the man that they "were already married and had a child" but were afraid to tell him, this causes VISA FRAUD as all paperwork submitted asks about past marriages and any children and if we do not know about children and past marriages it is not put in the paperwork so there is the FRAUD, this will cause the man a delay of 24 months before he can file for another fiancée and the girl that committed the VISA FRAUD will be banned for 10 years to LIFE from entering the USA.
We have now found a service that will send Filipina's to check out your intended and follow them around for a few days and check on them to see if they are legit or Pro's. They have been doing this for about 5 years and have workers on most main Islands, costs vary but expect to pay around $100. All depends on where girl lives, if she is out in the province somewhere way out in the boonies of course it will cost more. I can not stress strongly enough that the man should not send the Filipina money! Many Filipina are running scams and getting a hundred dollars from 20 to 50 men and are married with children, it is fine to send a small amount for them to use internet as it is costly but suggest no more then $15 dollars per month at the most until you get to the PI and start a real relationship. Have one customer got bilked out of many thousands of dollars by a pro in Manila before he even came over, what did WC Fields say " a sucker born every minute"? Do not be the sucker be the wise man, a good Filipina will not ask for money!
As of November 5 2006 it is no longer legal for a retailer to charge a customer in the Philippines a surcharge for use of an ATM card or credit card to purchase a product or service, click here for a copy of the law and take it with you when you travel to the Philippines and show to hotel or retailer when you use your card. You should always check with your credit card company as many US credit cards will charge you a 3-5% "overseas transaction fee" and it will look on your statement like the Philippine vender charged you this fee but it is really your US credit card company. I have found that only my Capitol One Credit card DOES NOT charge this fee. Same with ATM cards at Philippine ATM machines, most US banks will charge you at least 3% to $10 per transaction including balance requests so be smart and check with your bank as to overseas ATM transaction fee's. and each withdrawal the PI bank will charge $5 or more "per transaction " so always search out an ATM that will give you the most "per transaction" as most are limited to Peso 4000 per transaction. I have found Citi Bank to be the best place to go as you can take out Peso 15,000 at a time, always use the machine inside the bank for this. Equitable PCI banks [ main branches ] have a cash advance service that allows you to withdraw up to Peso 200,000 at a time but again fee's involved, China bank is another good one for ATM use, you can take out Peso 10,000 per transaction at main bank branches. American Express travel checks can be exchanged for dollars at AMEX offices in Manila and Cebu, other cities do not have AMEX offices and banks will take a big bite and black market venders also will stick it to ya. Most banks will not even take travel checks at all for dollars but will exchange for Peso at a rip off rate. Make sure your ATM/Credit cards have the "interlink" symbol on the back of card or are a visa/master card symbol on the front of card. Other cards may not work.

Each little incursion into your God given Rights has a lasting effect on your freedoms, many parts of this law are impossible to comply with. Some parts of the Law we have endorsed for years IE: " background checks on the man" is a good idea as the "girl" has always had to prove she was not a person with a criminal record but not the "man" this part of the law is a great idea but now 2 years after the first IMBRA Law [ 2005 ] the "government " still does not have the procedures in place or the needed "pamphlets" to give to the sponsored immigrant. { as of late September 2006 the pamphlets are now available} Makes you wonder if they really want to protect the girl or just control people easier. The new I-129f is in violation or our American Constitution read it carefully.

As of March 2007 many of the K/ interview forms and AOS/EAD forms were changed and notice was not given via the automatic notification service from the USCIS, these forms were made last year and not posted till the old forms were about to expire. I have contacted the "Montel Show", the Best daytime talk show around to do a show on the Embassy problem and also the many problems faced by the risky business of marriage to a foreign national from another country. So far no show is planned but I hope they will be able to do something after we move.

Just today [ March 7 2007 ] a former customer [ a USPS mail carrier ] called me to tell me a story of a disable man who was taken for over $30,000 by a Filipina in Manila, same old story, can get a visa and plane ticket from some one she knows for a fee, this is the biggest scam around! DO NOT ever fall for such a story, and a visitor visa for a Filipina is almost IMPOSSIBLE to get so do not fall for that one either. There is only one way to get a gal to the states and that is the legal way and that does take time. Also you MUST come to the Philippines or meet her in person somewhere before you can start ANY K visa paperwork. Think with your little head instead of the one on your shoulders and you will only get taken for lots of cash. Most Filipina are honest and loving but there are always the internet scammers just waiting for MR. Stupid! DO NOT BE HIM!! And I can not stress strongly enough to stay away from the married Filipina, there is no divorce in the Philippines and over 1/2 of the people we have helped going thru the Annulment Process have been ripped off, there are too many single ladies to get to know to bother with a married woman. No problems with a "single mother" as anyone can make a mistake. Another good idea is to have your pen pal get a certificate of non marriage from the Philippine NSO office BEFORE you go over as this document is needed for the Embassy interview and it will help you to know that the girl is not married, [ you can order this document via the internet from the states but is costly and you must know her birth date, place, and complete legal name, check our links page] this is VERY important if she has children. Have had too many guys get taken by girls with children that are really married and just take the guy for cash up till the interview process then she disappears! This is a risky business of finding a good woman for a lifetime partner so play it smart and protect yourself!!
